East Turlock Subbasin Groundwater Sustainability Agency (ETSGSA)

Who We Are 

The East Turlock Subbasin Groundwater Sustainability Agency (ETSGSA) is the local agency responsible for implementing the Sustainable Groundwater Management Act (SGMA) in the eastern portion of the Turlock Subbasin.  

We are dedicated to the sustainable management of groundwater resources and our goal is to ensure the long-term availability of groundwater for our community. 

East Turlock Subbasin GSA consists of five agencies: 

• Ballico-Cortez Water District 

• Eastside Water District 

• Merced County 

• Merced Irrigation District 

• Stanislaus County 

Current Information 

Groundwater Use Fee True-Up Invoices 

Groundwater Use Fee True-Up Invoices were mailed to Water Account holders in early March. The True-Up Invoice reflects the final annual accounting for groundwater use during the 2025 Reporting Period (November 1, 2024 – October 31, 2025). 

The True-Up invoice packet that was mailed includes: 

• A Cover Letter, explaining the True-Up Invoice 

• A Groundwater Use Usage Statement, summarizing reported data and groundwater accounting calculations from the Groundwater Accounting Platform (GAP) 

• A Groundwater Use Fee True-Up Invoice, reflecting the total annual groundwater use fee, any deposit invoice payment, and the remaining balance due (if any) 

• A flyer listing the upcoming scheduled in-person drop-in support sessions 

Groundwater Accounting Platform (GAP) 

The Groundwater Accounting Platform (GAP) is the online platform that allows landowners and water users in the East Turlock Subbasin to track and manage consumptive groundwater use on irrigated parcels.
