Turlock Subbasin gsp Program Environmental Impact Report (PEIR)

The West Turlock Subbasin Groundwater Sustainability Agency (WTS GSA) and the East Turlock Subbasin Groundwater Sustainability Agency (ETS GSA) jointly prepared the Turlock Subbasin Groundwater Sustainability Plan and submitted it to the Department of Water Resources on 1/28/22.
The WTS GSA is the California Environmental Quality Act (CEQA) lead agency and has determined that a program environmental impact report (PEIR) is the appropriate CEQA document for analyzing resources potentially affected by implementation of the Projects and Management Actions (PMAs) in the Turlock Subbasin GSP. The ETS GSA is also involved in preparation of the PEIR and is a responsible agency as defined by State CEQA Guidelines Section 15381.
public review and comments
The West Turlock Subbasin Groundwater Sustainability Agency (WTS GSA), as the lead agency pursuant to the California Environmental Quality Act (CEQA), certified the PEIR on March 16, 2023. The East Turlock Subbasin GSA, as a CEQA responsible agency, will consider PEIR certification at its March 23, 2023 meeting.
The Final PEIR is a “Consolidated” Final PEIR, meaning that the draft PEIR and final PEIR were combined into a single document providing users with a single and complete point of reference. Per CEQA requirements, the Consolidated Final PEIR was made available 10 calendar days prior to certification.
The Consolidated Final PEIR was made available March 6, 2023. The draft PEIR was made available for a 45-day review from July 27, 2022 through September 12, 2022. A GSP PEIR Public Review meeting was held August 25, 2022, and a video of the meeting is available at the link above. Written comments on the draft PEIR were accepted via USPS mail and email through September 12, 2022. All comments received, including names and addresses, became part of the official administrative record.
